Adapt Asia-Pacific

The Climate Change Adaptation Project Preparation Facility for Asia and the Pacific Activity (Adapt Asia-Pacific), funded by USAID and the US Department of State, covered 13 countries in Asia and 14 Pacific Small Island Developing States. The project built the capacity of governments to adapt to climate change and provided technical assistance to prepare organizations to access and receive climate funding for projects that increased resilience to the negative impacts of climate change. Adapt Asia-Pacific leveraged over $576M in financing for climate change adaptation projects that benefited almost one million people. Working with national and international partners, Adapt Asia-Pacific helped develop 36 adaptation projects, including 9 gender-inclusive projects, in 14 countries across the Asia-Pacific, and provided over 1,000 people with 25,000 person hours of training.

Adaptation Community Meetings

The Adaptation Community Meetings are an informal opportunity for development practitioners, academic researchers, government officials, private sector representatives, and other international development professionals working to build climate resilience to exchange experiences and research. Meetings take place each month in Washington, D.C. and are open to the public and accessible to remote participants.

Amazon Regional Environment Program

To reduce threats to the Amazon’s forests, waters, and peoples, USAID’s Amazon Regional Environment Program (AREP) implements activities across Brazil, Colombia, Ecuador, Guyana, Peru, and Suriname. AREP works to foster a healthy biome that is valued by society, ensures human well-being, and contributes to global climate stability through a coordinated regional approach.

ARCC – African and Latin American Resilience to Climate Change

ARCC promoted climate change adaptation and its integration into development policies, programs, and investments in Africa and Latin America to support sustainable, climate-resilient growth. The project delivered technical and analytical assistance, as well as capacity building to improve the ability of vulnerable populations to respond to climate change. It also strengthened scientific and evidence-based approaches and tools for local stakeholders to participate in decision-making, and to share adaptation learning. Technical assistance covered areas such as institutional strengthening, policy development, water issues, conflict, and farming practices. ARCC tested climate change vulnerability assessment methodologies, and completed multi-sectoral and multi-scale vulnerability assessments for 7 countries and several regional assessments for the Sahel and West Africa. Findings were presented to key government and civil society decision makers, and USAID missions are using the assessments to inform climate change adaptation in the areas of agriculture, food security, biodiversity, coastal and ecosystem resources, economic development, and health. ATLAS – Adaptation Thought Leadership and Assessments

ATLAS aimed to improve the quality and effectiveness of climate risk reduction in development programs through tested, harmonized approaches to adaptation assessments; thought leadership; and by building the capacity of USAID and its partners. By integrating adaptation into development investments, ATLAS helped to safeguard and promote sustainable, climate resilient growth.

CCRD – Climate Change Resilient Development

CCRD worked in thirty-six countries to enhance climate resilience of developing country populations, assets, and livelihoods through technical assistance, thought leadership, capacity building, tools, and guidance to USAID staff, national governments, and local communities. The project facilitated integration and mainstreaming of climate considerations into development policy, planning, and implementation.  CCRD developed and tested the Climate-resilient Development Framework and its six annexes for Coastal Resources, Conflict, Governance, Marginal Populations, Vulnerability Assessment, and Water Resources.  The Framework builds on the success of USAID’s 2007 Adaptation Guidance Manual for Development Planning and the 2009 Adapting to Coastal Climate Change Guidebook.  CCRD leveraged over $3M in investments, supported thirteen countries in developing of National Adaptation Plans, helped prepare Local Adaptation Plans of Action in Nepal and Peru, created sixty-four risk screening and assessment tools, and provided 94,000 person hours of training.  CCRD also explored emerging climate change adaptation areas through innovative programs such as those featured below. The Climate Information Services Research Initiative (CISRI) seeks to generate knowledge and evidence to inform the development of climate information services that effectively meet African farmers’ decision-making needs in a variable and changing climate.

EC-LEDS – Enhancing Capacity for Low Emission Development

The EC-LEDS program was established in 2010 under the President’s Global Climate Change Initiative. This whole-of-government effort provided technical assistance to 26 developing countries to promote low emission economic growth through clean energy deployment and sustainable land use practices.

Energy Opportunities for Agriculture Systems and Food Security

Solutions to food security challenges in Sub-Saharan Africa (SSA) should consider the complex interrelationships of value chains, social and gender dynamics, and enabling environment factors: detailing post-harvest inefficiencies and improving the nexus between agriculture and energy systems that link farms to consumers. The need for reliable distribution, storage, and processing facilities is creating new energy markets within agricultural value chains and food systems. Under USAID’s Energy Opportunities for Agriculture Systems and Food Security Project (E4AS) (2017-2018), a team of energy and agriculture and market systems experts, respectively from Green Powered Technology and ACDI VOCA, worked with USAID program offices and mission representatives in Senegal and Kenya to identify key challenges and opportunities related to access, efficiency, and reliability of energy in agriculture processes that bridge rural agriculture production and urban food demand. E4AS examined these opportunities though an energy-food-social-market systems lens and combined extensive research and literature review with case study site visits and stakeholder consultations in Senegal and Kenya. The E4AS teamed examined three key questions: What are the key opportunities to increase energy efficiency (EE) and renewable energy (RE) within the agricultural value chains that bridge rural production and urban food demand or export markets? How can these opportunities be integrated into policy, partnerships, and planning? What role can these opportunities for low-carbon energy use in post-harvest agriculture systems play in achieving a country’s low emission development goals?

The Learning Agenda on Climate Services in Sub-Saharan Africa encompassed two related efforts that sought to generate and analyze new information, evidence, and learning on the effective and sustainable production, delivery, and use of climate information to improve decision-making and outcomes for rural agricultural livelihoods.

Of the 189 countries that committed in 2016 to limiting climate change to 2°C—if possible to 1.5°C—105 specifically named agriculture as a source of mitigation. Developing countries, in particular, prioritized mitigation in the sector.

ProLand

ProLand supported USAID Missions to improve land use management using a systems approach to resilient development that integrates ecological, economic, and governance aspects. Using primary and secondary research, ProLand developed and disseminated evidence-based guidance around best management practices for sustainably intensifying land use. The ultimate objective of the guidance is to help USAID achieve integrated impacts related to increased food production, reduced biodiversity loss, reduced greenhouse gas emissions, and increased resilient and inclusive economic growth.

RALI – Resources to Advance LEDS Implementation

The RALI project helped developing countries speed their transition to climate-resilient, low-emission, and sustainable economic growth. RALI supported the technically rigorous development and implementation of low emission development strategies (LEDS) by providing tools, technical assistance, and resources to support USAID and its partners, as well as host country governments in the implementation of low emission development strategies. RALI developed the online CLEER Tool, for example, which provides a standard platform for estimating, tracking, and reporting emission reductions from clean energy programs.

Resilient Waters

The USAID Resilient Waters Program will build resilient, water-secure communities and ecosystems in Southern Africa through the improved management of transboundary natural resources, increased access to safe drinking water and improved sanitation services. The geographic focus is on the Limpopo River Basin, home to 18 million people living in parts of South Africa, Botswana, Zimbabwe and Mozambique, and on the the Okavango River Basin, with its population of one million people in Angola, Namibia, and Botswana.

Scaling Up Clean Energy Lending in West Africa

With Power Africa support, the USAID West Africa Regional Mission is funding CEADIR technical assistance and training to help commercial banks scale up renewable energy lending in Côte d’Ivoire, Ghana, Guinea (Conakry), Liberia, Niger, Nigeria, Senegal, and Sierra Leone.

By supporting market-driven solutions powered by renewables, USAID will help the Government of Senegal and the private sector to promote inclusive economic growth, enhance livelihoods for women and youth, and help Senegal meet its goal of 10 percent emissions reduction by 2030.

SERVIR

A joint development initiative of NASA and USAID, SERVIR works in partnership with leading regional organizations world-wide to help developing countries use information provided by Earth-observing satellites and geospatial technologies to manage climate risks and land use. SERVIR empowers decision-makers with tools, products, and services to act locally on climate-sensitive issues such as disasters, agriculture, water, ecosystems, and land use. SERVIR is improving awareness, increasing access to information, and supporting analysis to help people in West Africa, Eastern and Southern Africa, Hindu Kush-Himalaya, and Lower Mekong regions manage food security, water resources, land use change, and natural disasters. With activities in more than 45 countries and counting, SERVIR has already developed over 70 custom tools, collaborated with over 200 institutions, and trained almost 3000 individuals, improving the capacity to develop local solutions.

South Africa Low Emissions Development Program (SA-LED)

The USAID South Africa Low Emissions Development Program (SA-LED) supported the Government of South Africa’s Green Growth Agenda. SA-LED strengthened the capacity of the public sector to plan, finance, implement, and report on low emissions development projects and to accelerate the adoption of low emissions technologies for a green economy. The program was developed and implemented in partnership with the Department of Environmental Affairs (DEA) and the Department of Science and Innovation (DSI).

Tropical Forest Alliance

Forests are critical to climate change mitigation as well as food and water security and livelihoods. Sourcing of agricultural commodities is a major driver of deforestation and in recent years innovative approaches and partnerships have emerged to stop commodity-driven deforestation. Tropical Forest Alliance 2020 is a global public-private partnership where partners take voluntary actions toward achieving the goal of deforestation-free commodities.
